In terms of development, it faces spatial imbalances and social challenges in relation to the unfair distribution of facilities and services along the border. The development of the province in the planning system can play a decisive role in the stability and sustainable security of the southern region of Iran. The purpose of the research is practical and its methodology is descriptive and analytical. First, the weight of the indicators is calculated by FUZZY method and then the provinces cities are prioritized by using VIKOR model. According to the analysis, Bushehr province is the most prosperous county of the province and the next rank includes Assaluyeh, Kangan and Jam counties. Dashtestan township has occupied the least prosperous level. Industry, as a sector of economic progress, has played the greatest role in determining the level of development of counties as well as creating imbalances. Overloading of industrial capacity in some township will cause pollution and destructive environmental effects and will provide major challenges and threats to the structure of the residential system. Imbalances will also have consequences such as unemployment, poverty, insecurity and instability in settlements. Planning in the framework of territorial spatial arrangement is considered necessary in creation of a balanced spatial structure of the region. These risks, due to their unexpected nature, in most cases cause a lot of financial and human losses. Among natural hazards, earthquakes and landslides are among the most devastating hazards. These hazards are more severe and harmful in urban communities due to greater population concentration. Therefore, identifying areas that are more vulnerable to natural hazards can be effective in planning to mitigate the effects of these events. The aim of this study is to zoning vulnerability to natural hazards of landslides and earthquakes. Applied research is practiced and its method is descriptive-analytical; the required statistics and information have been collected through library studies and remote sensing data. In the present study, the informal settlement areas of Ilam city have been studied with the approach of good urban governance. The research method is descriptive-analytical. For statistical calculations and analysis of research data, statistical software SPSS, Excel and statistical techniques including t-test, F-test and ANOVA method were used. Research information has been collected in two ways: library and survey (using a questionnaire). The statistical population of the study includes six thousand households living in the informal settlement of Ilam and the sample size is 397 heads of households who were selected using Cochran's formula and simple random sampling. Cronbach's alpha coefficient was used for the reliability of the questionnaire, which was calculated to be 0.86. the evaluation of variable have been done through Likert scale.The results of studies based on the indicators of good urban governance, participation, accountability, legality, justice, transparency, responsibility, effectiveness and efficiency show that the rate of benefiting from good urban governance in Ilam is at a low level. This research is of descriptive-survey type and applied research according to its nature, subject and objectives.on the part of data collection of current situation, In terms of field method, a questionnaire was used to assess the economic, environmental and physical quality of citizens in the dilapidated context of Neka city. The statistical population of the study is the population living in Naranjbagh neighborhoods of Neka city and the sample size according to Cochran's formula is equal to 381 citizens.Statistical softwares of EXCEL and SPSS are used to analyze the data and to discover the usefulness of variables from the statistical test of structural equations, to prove the hypotheses from the regression test and then with fuzzy Demtel technique to rank the criteria and indicators. The current trend of development of Torqabeh city is rapidly changing from rural-recreational area to dense urban area, which compared to past, many existing lands have been turned into construction complexes and also existing buildings have been demolished and replaced. Therefore, in recent years, a growing trend of urban development can be seen in this area. The purpose of this study is to investigate the effects of new urban construction on the environment of Torqabeh city and to provide solutions to improve the quality of life with a biophilic approach. This research is of applied research type and uses descriptive-analytic research method. The method of collecting information includes surveys, desktop research, field study, questionnaires, studying documents and statistical and library information and interviews urban managers and local authorities and academia. Using the data obtained, the SWOT table was compiled and analyzed, and the most important strategies were presented through the QSPM matrix. The results show that the score obtained from the internal factor evaluation matrix is 2.526. This number indicates the dominance of strengths over weaknesses (2.5 <2.52). Also, by examining the evaluation matrix of external factors and the score obtained from this analysis (2.76), it is concluded that opportunities will overcome threats (2.5 <2.76). Therefore, external factors with a rank of 2.75 prevail over internal factors with a rank of 2.526. One of the problems of population growth is the horizontal growth or sprawl of the city, which leads to problems such as improper land use and, consequently, environmental, economic, social and physical problems. The method adopted in this research is analytical-descriptive and applied and the phenomenon has been analyzed by using content analysis and case study methods .The required information has been collected by the method of libraries and the information about Bastak city has been collected in the form of a combination of available resources, field visits, use of satellite photos and images and their comparison in different time periods as well as questions from informed people. Then the data have been analyzed the data with Excel and Arc GIS programs as well as the Heldern model. The results show that segregation plans between 2006 and 2020 have caused the sprawl of this city and there are also two types of sprawl, linear branching and clustering.
