Specifying a critical paradigm as a new model for the Realization of sustainable urban regeneration to apply in the historical area of Shiraz

Abstract

The early 2010s marked the beginning of practical steps towards a shared framework for sustainability and regeneration. Integrating sustainability and conservation into planning for historical areas is crucial, aiming to achieve a balance that both preserves heritage and stimulates development. Shiraz, known for its significant historical heritage and urban character, requires a model for measuring urban sustainability and regeneration. Therefore, this paper aims to develop a conceptual model for applying sustainable urban regeneration in the historical area of Shiraz. The central question guiding this research is: How can a suitable model be adopted to achieve sustainable urban regeneration in a historical area, considering established sustainability indicators and urban regeneration literature? This paper employs a qualitative content analysis approach, based on the research question and achieving the research goal. To select indicators specific to Shiraz's historical area, the index development process combined and adapted existing methods, including the one presented by Gordon Mitchell (1996). This adaptation resulted in an 11-stage process for selecting historical area indicators. The model emphasizes the importance of a diverse set of indicators, encompassing physical/functional, economic, social, and environmental aspects. To ensure their validity, these indicators should be measurable and developed through long-term partnerships with inhabitants, regeneration project teams, and a feedback loop process. By applying the proposed model, a strategic framework could be developed for creating more sustainable historic urban quarters based on qualitative and quantitative data. Finally, after presenting the scientific and research achievements, the application of the new model will be demonstrated in the historical area of Shiraz.
