Today, planners believe that environmental quality is a key concept for regional and social planning and is associated with concepts such as quality of life, diversity of social space, physical characteristics, activities, spatial dependencies, and urban identity. Therefore, improving the quality of the environment has become one of the main goals of policy makers and urban planners. The purpose of this study is to investigate the importance of environmental quality components from the perspective of tourists in Isfahan metropolis. The research method in this study is descriptive-analytical and the data are prepared by survey method. The statistical population of this study includes tourists of Isfahan metropolis, which using a Cochran''s formula, a sample of 384 people was randomly selected and studied. This number was questioned through a questionnaire whose validity was tested using Cronbach''s alpha method. In this study, in order to analyze the data, the statistical approach of structural equation modeling (SEM) and the second-order five-factor confirmatory factor analysis test were used. The final results obtained from the elimination of the effects of measurement errors in the structural equation modeling approach, indicate the effectiveness of the evaluation of the tourist community of environmental quality, respectively, environmental, aesthetic and formal, semantic and perceptual dimensions, and finally functional and activity.

Today, the challenges of modern urban life and environmental and social problems have led to a futuristic approach to urban planning and the use of various tools to build a desirable future. The present study uses the technique of cross-impact analysis, which is one of the common methods in futures research, and using Mick Mac software, has analyzed the components of urban development in the metropolis of Ahvaz. Then, 37 components were extracted as indicators of urban development using the Delphi method. The results indicate that six categories (influential factors, risk factors, purpose, influential factors, and independent factors, regulators) can be identified in the scatter page. Finally, among the 37 key factors, after examining the impact of these factors on each other and the future situation of the metropolis of Ahvaz by direct and indirect methods, 13 effective and key drivers were identified, including; (Population, equitable distribution of urban services, development of tourism industry, organization of special tourism axes, organization of suburban areas, control of air pollution and promotion of environmental health, expansion of public open space and creation of leisure centers, providing the appropriate level of economic growth, improving quality of life in dilapidated urban fabric, organization, and improvement of worn-out fabric, expansion of small and high-yield workshops, empowerment of non-governmental organizations, development of recreation and tourism centers) which have the most role in the future state of urban development in Ahvaz, were selected as factors and drivers Affecting the urban development of Ahvaz. The results further show that the factors of "development of the tourism industry, organizing the suburbs" are at risk. Population factors, fair distribution of urban services, development of the tourism industry, will have the greatest impact on the urban development process of Ahvaz metropolis.

Background and Aim: Rising temperatures in cities are one of the effects of direct human intervention. The thermal island of the city is due to the characteristics of urban planning, air pollution, human heat, and the existence of impermeable surfaces in the city. In the meantime, recognizing the effects of heat islands on the psyche of people is very important. The purpose of this study is to study and identify the heat islands of Ahvaz according to the pattern of air pollution.Methods: This research is applied in terms of purpose and in terms of descriptive-analytical methodology based on spatial studies approach and analysis of satellite images. To identify and analyze the heat islands of Ahvaz, satellite images were used during 5 periods from 2001 to 2017 and processed using software (ENVI). Also, data related to the air pollution index (AQI) in the city of Ahvaz was used in a period of 7 years from 2010 to 2017. In order to identify the areas with the most pollution, the network analysis process (Network Analyst) has been used in the ArcGIS environment.Findings and Conclusion:The results of this study show that southwest of Ahvaz Due to the multiplicity of polluting centers such as oil and gas refining centers and industrial towns, the pollution center of this city is considered. The results of the questionnaire analysis also show that the Heat tolerance threshold in the city of Ahvaz in the first place reduces the increase in stress and daily pressure in people and then reduces happiness and freedom and reduces the feeling of life satisfaction will follow.

Background and Aim: The rapid growth of urbanization and the increase in the amount of migration to cities, the lack and high cost of housing in big cities has created the abnormal phenomenon of informal settlements, which, along with the growth of unemployment, provides the basis for social damage. In this article, the basic strategies of empowering the informal settlement of Shahid Rajaei town of Mashhad have been identifiedMethods: Research method is applied and descriptive-analytical in nature and the library and field method was used in conducting the research. For this purpose, 383 residents of the area were selected using random sampling to distribute the questionnaire. In order to formulate the dimensions of empowerment in Shahid Rajaei town of Mashhad, 50 questionnaires were distributed among the responsible organizations and academic elites who have sufficient expertise on marginalization issues, and we gave the points to the experts in the field of urban empowerment using the SWOT method. In the end, in order to present the main strategy for more efficient implementation of empowerment in Shahid Rajaei town by means of QSPM and by asking experts in this field, we prioritized the strategies.Findings and Conclusion: of the results show that the general strategy in the area is to implement defensive empowerment and physical, environmental and population organizing strategies with the creation of urban infrastructure and facilities, optimal use of the endowment lands of Astan Quds Razavi to reduce social and physical damage in the area, balanced development Urban elements, provision of suitable housing and beautification in design, while preserving the cultural identity of the area by using local materials and combining them with new materials are considered important strategies for the empowerment of Shahid Rajaei town.

Background and Aim: Islamshahr has been one of the main destinations of immigrants to Tehran in recent decades, these immigrants who migrated from villages and cities near and far to Islamshahr. In many cases, without any investigation or coordination or adaptation to the new environment, unauthorized construction has been carried out in urban areas and villages close to the city and informal settlements have been formed. Improper health conditions, lack of proper infrastructure, lack of urban services, high population density, low-income groups, the existence of informal jobs, and most importantly, the high level of anomalies and social harms are the set of characteristics and conditions that the residents of the informal settlements of Islamshahr are facing. The main goal of this research is to analyze the empowerment of informal settlements with an emphasis on the social capital approach in Islamshahr city.Methods: In terms of purpose, this research is applied research, and in terms of methodology, it is classified as descriptive-analytical research. The population of the statistical community is 548,620 people and the sample size is equal to 384 people. In analyzing the data obtained from the questionnaire, descriptive statistics such as mean, median, frequency, frequency percentage, etc. will be used, and in order to prove the research hypotheses, inferential statistics methods such as Pearson's correlation coefficient, sample t-test, etc. will be used. The city of Islamshahr is located in the geographical position of 51 degrees and 14 minutes east longitude and 35 degrees and 33 minutes north latitude.Findings and Conclusion: The results show that based on the average scores extracted from the questionnaires and the results of the sample T-Tech test, 33 studied indicators were placed in two levels (relative compliance, low compliance) in terms of compliance with the standard model, i.e. number three. The results showed that 12 indicators are at the level of relative compliance and 21 indicators are at the level of low compliance. Also, the results show that there is a significant relationship between the social capital variable and the empowerment of the informal settlement of Islamshahr. The direction of the relationship between social capital and empowerment is positive and significant, according to the correlation number (0.672), the intensity of the correlation is moderate.The results have shown that increasing social capital empowers the informal settlement of Islamshahr.

Background and Aim: Sustainable development (SD) is an ideological solution to the current problems of developing cities moving toward a brilliant future where environmental resources are maintained for generations to come. Urbanism is expanding rapidly, exploitation of resources and waste production increases, and urban sprawl is turning green lands into gray-lands. The city of Kazerun will face serious challenges of development, in the future; in such a situation, the question is: what kind of plans and what strategies can be presented for the future development of the city? And in what dimensions and with what answers does the sustainable development approach come? Sustainable development seems to provide assurances of future generations by providing clever strategies and thought-provoking development.Methods: The theoretical basis of this research is based on documentary-library studies for specifies the criteria. Research data related to the case study has been gathered through field observations, deep interviews, and referrals to developmental entities, and has been developed and analyzed in a Delphi technique by a SWOT table. The strategies extracted from the SWOT tables were evaluated with AHP logic and, using the Delphi reciprocating process. The score of each strategy was calculated in Expert Choice software.Findings and Conclusion: Findings show that observance of social justice, promotion of social welfare, economic prosperity, sustainable transportation methods, and also intelligent energy management in various social, economic and environmental dimensions due to City Development Strategic plan will be the most effective ways to deal with the challenge facing the development of the city of Kazerun.

Background and purpose: The presence of the river in the urban landscape is an advantage compared to other cities that have not benefited from it, but if the urban space around the river does not have the necessary response, it will become a serious threat. Mehranroud in Tabriz is also known as one of the main elements of the ossification of the city and its presence is evident throughout the city. In recent decades, the neglect of Mehranroud in Tabriz has caused its edge to never function as a successful urban space. Therefore, as a result of the above measures and the need to improve the quality of the environment, we can create an opportunity to strengthen social connections by looking again at the riverside and reviving it as a vital artery of the city.Research method: this research is descriptive-analytical; After examining the theoretical foundations of the lost urban spaces and using them in the redesign of the riverside spaces with the approach of reviving this space, a theoretical framework is proposed that with the current theoretical foundations, a practical project is presented to restore the lost spaces of the riverside.Findings and conclusions: The results show that urban rivers are rich sources of natural capacities, which with proper design and consistent with their location and minimal physical intervention can become valuable potentials and natural, recreational, tourism, cultural, and commercial indicators. Background and Aim: Upgrading and transforming cities into smart cities is a very important issue and a new challenge that can improve the quality of life and services for citizens, increase resource efficiency, and benefit from advanced technologies and communications. This research aims to evaluate the results of smart city projects in different countries and extract the best patterns to improve future projects.Methods: The research will be conducted in both qualitative and quantitative sections. In the first section, the challenges and opportunities of smart city projects in Iran will be examined by 30 experts in the field of smart cities. In the second section, by completing a questionnaire by employees of various urban municipalities, factor analysis and the relationship between variables will be analyzed using Amos16 software. Using these criteria, top and successful patterns were also identified using the pls factor analysis software.Findings and Conclusion: The results showed that the number of repeated themes for environmental protection had the highest value with 183 themes. Efficiency and operation were also among the top themes with 181, followed by the quality of the urban environment with 145 themes. Finally, the number of repeated themes for safety and security had the lowest value with 97 themes. Creating a collaborative space between countries to share experiences and knowledge related to smart city projects is very important and can facilitate the improvement of future projects in different countries.

The developments of recent decades have caused the new facilities of today's cities to be unable to provide peace and security to citizens as in the past. This issue has become a social anomaly and along with it, criminal behaviors have occurred in the world's urban housing system. In this regard, the purpose of this study is to investigate the effective components on residents' sense of satisfaction with the social security of Gorgan settlements. The research method is descriptive-analytical and its statistical population is households living in residential complexes in Gorgan and the sample size is 200 households. The required information has been used through documentary studies and field surveys using a questionnaire. SPSS statistical software and Pearson correlation and one-sample t-tests were used to analyze the data. The results show that there is a direct and positive relationship between the feeling of satisfaction of the residents of residential complexes with the appropriate lighting components of the environment and the physical texture of the building. Lighting of passages and passages around the building and where people live at night creates peace and a sense of security in the movement of children and women. It also reduces stress and anxiety in people when walking on foot at night. Housing aristocracy is another component that is directly related to creating a sense of security among residents. Other effective components in creating a sense of security among urban dwellers include the occurrence of crime in the place of residence, neighborhood relations and environmental variables.

Man has always been looking for a way to meet his needs. Since the beginning of history, housing has been a place to achieve this logical desire, and with the formation of housing together with quality, it has traveled its way towards obtaining peace. On the other side, environmental and climatic conditions have been effective in the formation of housing in villages and have followed appropriate patterns in a historical process in the direction of sustainable development. Based on the experiences of the villagers according to the subsistence and climatic needs throughout history, the appropriate pattern of rural housing can be analyzed and by discovering and introducing these patterns, they can be used as part of the principles and criteria of rural housing. Ilam province has four climates on its area, which has caused various patterns in the formation of rural and urban contexture. The climate has played a significant role in the formation of the form, orientation and establishment of the building, texture and other characteristics of the housing. The purpose of this research is to comply with the necessary requirements to design the most optimal model of housing for villagers in different areas of Ilam province, which are the basic requirements of engineers for the architectural and structural designs of these houses. The descriptive research method is an analysis that was conducted in the field through the distribution of questionnaires and indirectly through the library. The necessary graphs have been obtained by using AHP pairwise comparison questionnaire tool. The results of this research show that in the design of rural housing in Dehlran and Ivan cities, among the climatic factors, rain has the most effect in Ivan city by 0.833 and radiation has the most effect in Dehlran city by 0.875.

Urban tourism is a term that describes various tourism activities in which the city is the main destination and desired location. Today, the tourism industry as one of the top industries is growing and developing rapidly. Despite the rich resources and tourism opportunities in Iran, little attention is paid to the tourism industry. Since sustainable development is referred to as a steady stream, economic, cultural and social changes to increase the level of environmental well-being of society, which seeks unity in economic, socio-cultural and environmental issues. Sustainable development is a development that can meet the needs of the present generation without destroying or damaging the needs and wants of future generations. The historical context of Dezful is one of the most important parts of the city's identity and its origin follows information from climatic and cultural structures. Urban areas, which in the past were prominent places for production, have now become centers of consumption. For many cities, this shift in attitude leads to an emphasis on the tourism industry as the engine of economic growth and, consequently, to the social and physical revitalization of the old urban fabric. The old texture of Dezful, by including the old market of the city and including historical elements, not only did not help the sustainable economy of the city, but as an inefficient part of the city away from sustainable development. In fact, sustainable urban tourism is a new approach in revitalizing these spaces, so in the nature of the present research is developmental-applied and in terms of research method (descriptive-analytical-library-field) through the VIKOR and AHP techniques to study and recognize the elements of tourism. The 28 neighborhoods of Dezful texture were studied and based on the level of desirability, dissatisfaction and VIKOR index; we reached the final ranking for the old texture neighborhoods of Dezful. The purpose of this ranking is to better and more accurately identify the study area to measure and optimize the route of tourism.

Background and Aim: The rural environment as the bed of human life and activities is a multidimensional issue. In the meantime, the issue of rural leisure is one of the broader issues that are reflected at the national and regional levels, and it is necessary to conduct research in all its dimensions, especially the use of leisure lands. Due to this necessity, this research intends to study and analysis the distribution of leisure land use in the villages of Maragheh city.Methods: This research is of descriptive-analytical type and documentary-field methods have been used to collect its information. In this study, first, the required information in the field of subject and region was collected and then based on a process method using SPSS data analysis and summarization as well as integration and combination of information layers and in addition to matching the results and a more accurate understanding of the problem has been done in field studies.Findings and Conclusion: The research findings showed that, among leisure uses, cultural and religious uses are of equal importance and have the first priority from the villagers' point of view. Also, the pattern of distribution of land uses has an unbalanced pattern and only the villages of Varjoui and Nova have a higher level of enjoyment.

Background and Aim: Currently, cities are facing many challenges in economic, social and environmental dimensions. Due to the growth of urbanization, there have been harmful consequences for cities. The continuation of this kind of population growth has made urbanization in today's cities face economic, social, and environmental crises. Therefore, the need to pay attention to the livability has become very important in today's cities. The Aim of the research: to identify and measure livability indicators in the city of Babol.Methods: The research method is descriptive-analytical according to the nature of the work, and according to this method, the evaluation of the livability of the city of Babol is done. In this research, the method of collecting data is library and documentary, interviews, field observations and questionnaires are also used. Research questionnaire is filled out among 382 citizens of Babol, sample size is calculated based on Cochran's formula, the results obtained using SPSS software, through factor analysis and single sample t-test, were analyzed. The geographical case of the research is city of Babol.Findings and Conclusion: The findings of the research show that the economic, social and environmental criteria each have a different effect on the livability of the city of Babol. Since the livability in the city measured based on three aspects, it can be claimed that the city of Babol is far away from the ideal score of livability. The results have shown that livability in Babol should be prioritized in the economic dimension. In this way, in order to make Babol more livable, we need to pay attention to the economic category, then pay attention to the social and environmental criteria.

Background and Aim: Rehabilitation of decayed urban fabrics is one of the solutions that have been aimed in order to improve the living conditions, especially the issue of safety, in these textures. Therefore, in this paper, following the investigation of the rehabilitation of the decayed urban fabrics with the approach of increasing the environmental safety of public spaces in Beryanak neighborhood is intended to achieve.Methods: The method is descriptive and analytical-survey. The statistical population is the residents of Beryanak neighborhood located in region 10 of Tehran. The required data is collected through both library and field methods using books, articles, theses, documents, interviews, questionnaires and GIS. The scope of this research is the region 10 of Tehran, especially Beryanak neighborhood. Cochran's formula was used to determine the sample size which equals384, equivalent questionnaires were filled out among through random sampling approach. The collected data was analyzed using statistical tests in spss software; tests were included coefficients test, regression correlation and one-sample t-test.Findings and Conclusion: Rehabilitation and renovating the decayed urban fabrics of the neighborhood will be pointed to improve the skeleton of buildings, quality of their construction materials, adjust the floors, which can lead to increasing the durability of buildings and safety especially in term of crisis management. Therefore, rehabilitation and renovating of problematic fabrics of the neighborhoods, especially in the Beryanak neighborhood, which has plenty of decayed area and caused the deterioration of the quality of life for its residents, can provide physical, economic and environmental prosperity in this neighborhood and increase the quality of life and prosperity to its residents.

One of the issues that Iran's cities are facing today is the widening of urban streets. The widening of urban streets in the old fabric of cities causes various problems in different aspects of the city. The purpose of this research is to investigate the problems of widening and widened streets and to provide a better method for widening. Also, this research deals with the solutions for better planning and design of the streets in the process of widening with reference to Islamic teachings and Iranian culture. Collecting the required information through observation, field observations and documentary studies and analysis of information and data has been done with the help of descriptive analytical methods, documentation and graphic analysis. The results of this research are the neglect of the valuable and identity walls of the streets, the old trees on the side of the old streets, as well as the neglect of the culture, religion and religion of the citizens and their needs, their native materials and art. With regard to this article, it can be said that Sanaei Street (as the studied example) which has been involved in widening for several decades and has become disorderly and chaotic in traffic, physical, visual and environmental issues, has been selected. In order to widen this street, it was suggested to retreat from one wall so that only one wall remains and the old trees are not cut. Attention and emphasis on art, local materials, Islamic teachings and Iranian culture can significantly reduce the effects of urban street widening and the resulting street can have an identity, stability and acceptable quality.

The results of the research showed that the factors of increasing participation in villages, increasing the quality of roads and organizing streams and rivers are among the most influential factorsand the factor of preserving native and local traditions are among the most influential factorsIt is among the projects of the rural leader and its role in rural development in the villages of Kermanshah cit Also, the results obtained from the MIK show that except for the two factors of increasing the quality of transportation and reducing the motivation to migrate, all the factors are linked variables.

Background and Aim: People always seek to provide security as one of their basic needs, also it has been considered as one of the important indicators of the quality of urban life from urban planners and managers point of view. Precisely, feeling of social security in urban spaces is one of the most important indicators of quality of life for citizens. With the increasing necessity of creating security in societies, the tools, methods and approaches to create and maintain it have undergone transformation. Therefore, urban management is one of the important aspects of urban planning, which is directly related to human societies, especially urban society, and creating social security; therefore, the aim of this research is to review the role and position of urban management in improving the social security of cities.Methods:Methodology of this paper is library-analytical. First, definitions and theories have been collected through library studies. Second, for the data analysis, the review of the theoretical foundations and the research conducted in this field, the components of social security and the impact of the performance and role of urban management on each of them have been discussed.Findings and Conclusion: Studies show that based on the coefficient of determination, 28% of the variance of the dependent variable is explained by the independent variable. Beta coefficient (BTA) also indicates a direct relationship between two independent and dependent variables. As a result, through the regression analysis of two variables, it can be concluded that the level of social security and crime prevention increases with the improvement of urban management performance..

The process of urban development is like a fuzzy process; Therefore, fuzzy segmentation and urban space monitoring using HR-PRS panchromatic images is one of the best tools in urban management and planning. In this study, panchromatic images of GeoEye-1 sensor related in the urban area of Qeshm has been used for analyzing the application of operation of the methods of fuzzy segmentation and clustering. Thus, for analyzing the operation of algorithms of FWS, MSA, IDF and CFM and using MATLAB software, 6 qualitative criteria has been described in three spatial categories, radiometric and spatial-radiometric. Using these methods and based on fuzzy characteristics, the input images have been fused and then, with application of fuzzy clustering method, and fusion output, which has a fuzzy nature, Thus, this article appears to study the segmentation of urban area. The result of the research confirms the efficiency of the suggested segmentation methods in terms of recognition of phenomena and man-made and spatial effects and exact exploitation of the information of satellite images. The method of FWS discloses the best performance in terms of segmentation of urban areas. Therefore, according to the research results, the use of clustering algorithms and fuzzy features is a suitable and optimal method for integrating HR-PRS satellite image information from urban area with the aim of segmentation.

Investigating and analyzing motivations of tourists are some of the most important sections in tourism industry with the purpose of giving appropriate services to the travelers. Health tourism is a type of tourism which plays a main role in tourism development. Lake Urmia is one of the best tourist attractions from natural and adventurous view. Therefore, we can provide the conditions for the growth of tourism and regional development in different aspects with an approach of resource conservation if we recognize the potential of this area and make strategies for future. In order to do it better, it’s required to recognize the motivations of the tourists. So, the main aim of this paper is to investigate the motivations of tourists in Lake Urmia. The population of research includes all the travelers to Urmia City that 384 of them were chosen as the sample by the table of Krejcie and Morgan. The data was gathered by the use of questionnaires (with 0.925 Cronbach’s Alpha) of Alizadeh Sani et al. The questionnaires were given to the tourists by Cluster Sampling Method. To analyze the data, Confirmatory Factor Analysis was done in SPSS software. The findings reveal that 8 repulsive motivational factors of gain of knowledge and cure for diseases, increase of communications, thinking and taking advice, pursuit of peacefulness, increase of social cycle, sightseeing, meditations and getting to know with other cultures and also 4 attracting motivational factors of easy and various access to services, adventures, history and culture, and events and activities are recognized as the most important motivational factors among health tourist of Lake Urmia

Background and Aim: Tourism, which is called a green industry in today's world, is a way to transfer culture and civilization from one society to another; In that process there are many positive economic, social, political, environmental and cultural effects. Every tourism destination offers different products and services to attract tourists. The success of a region in the tourism industry is not only limited to show the unique attractions, but also depends on various factors such as the level of awareness and knowledge about those attractions. The aim of this paper is to determine the level of awareness of tourists with the local attractions and the level of their familiarity with the attractions and its relationship with the frequency of visiting.Methods: The research method is applied in terms of purpose, and descriptive-analytical in terms of research methodology, which was carried out using library-documentary and field study. The statistical population includes all of the people of Chabahar city and tourists who came to visit this city; 382 people were studied using Cochran's sample size method. The field data of the research was collected using a questionnaire and SPSS19 software was used for data analysis and Pearson correlation test was used to test the hypotheses.Findings and Conclusion: The results showed that there is a significant relationship between the level of awareness and frequency of visits and the tourists’ tendency to visit attractions. The level of visit of attractions increases by enhancement of awareness on attractions. The results also showed that the most common way of familiarity with the city attractions is the word of mouth advertising (53.7%).

Therefore, the present study has been formed with the aim of identifying these challenges and trying to address them.Methods: The present research is of theoretical-applied type and in terms of study method, descriptive-analytical. . In the process of preparing and producing data, first, the factors of obstacles to the transition from traditional tourism to smart tourism have been identified using the opinions of 30 experts in the field of tourism through the Delphi method. To analyze the information of thirteen factors as strong impact barriers on smart tourism in Benroud section of Isfahan city, interpretive-structural modeling of ISM and then Mikomak software has been used.Findings and Conclusion: The result obtained from the structural interpretation model showed that the most important factor of challenges and problems in providing a smart bed for local people and tourists in the villages of Ben Roud district of Isfahan district is related to the first level, which is related to business disbelief. Online platforms are the inability of eco-lodges to book online. These factors have the highest impact power. Recognition of spatial inequality and regional imbalances in the context of different geographical areas and policy-making to eliminate and reduce item is one of the most important categories of regional planning. The dimensions of spatial inequality in various economic, social, medical, and other fields are debatable. Therefore, achieving comprehensive progress and development in the future requires recognizing the position of regions and areas in different dimensions. In this regard, the present study has been conducted to measure the spatial inequality of the metropolitan area of Ahvaz in terms of possessing a combination of development indicators. According to the studied components, the article approach of this study is "descriptive-analytical". This study tries to determine rating and measuring of inequalities amone the regions of Ahvaz city using 54 variables and applying the ELECTRE model. The results of this study show that the distribution of development is unbalanced and there are inequality and gap between regions in terms of development, and this inequality appears to be in different sectors of social, economic, service, health, and physical. According to the results of the electrical technique, region 2 is at the level of enjoyment, region 1 and 3 are at the level of semi-enjoyment, region 4 is at the level of low enjoyment, and regions 6, 7, and 8 are in the category of deprived or lack of enjoyment; Therefore, to reduce the level of development inequalities in Ahvaz؛based on the research findings, it is suggested that the distribution of development indicators Should be directed towards balanced growth.

Context and purpose: Citizen Responsibility provides a platform for civic participation and through that, improving the social dimensions of urban development issues. Although citizen participation has been explored by many scientific researches, citizenship responsibility as the internal motivation of citizens to participate is still not well known. This research tries to discover the indicators related to the responsibility of citizens and examine them depending on the two old and new urban contexts.Research method: This research chose a quantitative research method with a questionnaire in response to what variables have the greatest impact on the responsiveness of citizens and whether the residents of the old and new urban fabric show different levels of responsibility. Effective criteria were extracted based on theoretical studies and Delphi method by a number of university professors and completed in the form of a questionnaire including 24 questions among 300 people present in the old and new context of the city.Findings and conclusions: The findings show that the residents of the new context of Kazeroon show a significant difference in responsibility with 0.55 compared to the residents of the old context with 0.09 and variables such as the conscientiousness of citizens, their civic participation and the informativeness of the living environment have a significant effect. It will have an effect on the researched variable. As it is known, some of these variables are related to the environment and some are related to the psychological and personal characteristics of each citizen. Therefore, by modeling the different conditions of the new context, it is possible to provide the conditions for more responsibility of citizens in different urban contexts, at least physically.

In Shahin Shahr, measures have been taken regarding the electronic city by the municipality, this city has been designated as a smart city pilot in the country and it moves among the smart cities with the slogan: smart citizen, smart city and smart municipality. The dry structure of urban management in the city of Shahin Shahr and insufficient understanding of the capabilities of information and communication technology have caused the slowness of smart building in Shahin Shahr. The main purpose of the current research was to identify the most important indicators of smart city development in Shahinshahr Municipality's Urban Development and Architecture Vice-Chancellor. Therefore, the method of this descriptive-analytical and survey research was chosen. In the first step of the research, a list of primary factors that play a role in the development of the smart city in Shahin Shahr municipality's urban planning and architecture department, were identified as research variables, using documentary sources and previous researches and experts' Delphi questionnaire. In the following, by using the mutual effects analysis method and Micmac software, the influence of primary factors on each other was evaluated in the form of experts' questionnaire. The results of the studies show that seven key factors play a role in the development of the smart city in ShahinShahr Municipality's Urban Planning and Architecture Deputy. These seven factors include the improvement of access to services with the help of technology, the level of political participation of citizens, the level of satisfaction with the transparency of bureaucracy, the creation of a network platform for the cooperation of all stakeholders, the availability of software and hardware infrastructures, the use of information technology in order to reduce The process is based on paper and providing online public services to citizens.
